Becoming an increasingly innovative society requires that government create a policy environment that fosters creativity and investment. This in turn requires that all of the principal policy-making bodies of government work together to consciously integrate the many elements of government policy into the desired whole. The Mission is in favour of the policy of continuing to support research at the forefront of scientific knowledge. We believe that China has the capacity not only to undertake ventures in big science but also to develop a strong tradition of strategic research that is closely linked to China‘s short-term programs of technological development.
We believe that China should now turn some of its attention to the NSI mode of analysis as a means of identifying the future needs for reform in the S&T system and in the S&T system‘s relationship to overall economic and social activity in the country. We have included in Part II a first attempt to identify the outlines of China‘s NSI. In our approach, we place emphasis first on identifying the functions of an NSI and then on identifying the stakeholders whose interests are affected by the system.
To reduce dramatically the dependence of many institutes on annual budget appropriations from the state; 2. To introduce externally reviewed or market-driven competitive processes for funding research; and 3. To establish, within existing institutes, specialized groupings designed either to concentrate high-level teams on programs of strategic research or to serve as improved vehicles for the commercialization of technologies. The principal organizational structures created to accomplish these objectives, and now important stakeholders in the NSI, are the following: – NNSF; – National key laboratories, selected on the advice of NNSF and funded by SSTC, SPC, and, in some cases, the World Bank; – The research laboratories of SEdC; – The ERCs supported by SSTC; and – The ERCs supported by SEdC (and some about to be created with World Bank assistance).
